Major Victor Aguilar has been teaching JROTC at WHS since 1995. He retired from the United States ARMY in 1995. During his service, he has been stationed in Fort Hood, TX; Fort Lee, VA; Fort Polk, LA; Fort Sill, OK; Honolulu, HI and overseas in Augsburg, Germany. He has served as commander of two firing batteries, Operations Officer (S-3), Software Development Project Officer, and a DPA Site Manager. He has also been an ARMY and ARMY Reserve Pacific Recruiting Commander.

Army Instructor First Sergeant Robert F.  Kessler retired from the United States ARMY on July 22, 1989.  He was the Army's first First Sergeant of the armed forces courier for Europe.  During his service he has been stationed in Hawaii, Panama Canal Zone, Germany, South East Asia, Washington D.C., New Jersey, Georgia, and Alaska.  He has obtained the Joint Chiefs of Staff badge, Ranger Tab, Airborne Badge and combat infantry badge.  1SG Kessler's goal for the JROTC program is to maintain the high standards of JROTC and Waimea High School.
